Established by Umar ibn al-Khattab (RA) with the consensus of the Companions. Followed by the Hanafi, Maliki, Shafi'i, and Hanbali schools. Standard in most mosques worldwide including Masjid al-Nabawi and Masjid al-Haram.

Alternative view
Based on the Tahajjud prayer the Prophet ﷺ prayed (Bukhari, Muslim). Held by some contemporary scholars. Both positions have scholarly backing — either is valid to pray in congregation.
Tarawih is prayed after Isha prayer every night of Ramadan. It is a Sunnah Mu'akkadah — highly confirmed Sunnah, not obligatory. The Prophet ﷺ said: "Whoever stands in prayer in Ramadan with faith and seeking reward will have his past sins forgiven." (Bukhari & Muslim)
Witr (3 rakats in Hanafi, 1+ in others) is prayed after Tarawih as the last prayer of the night.
